Pacific Education

Foundation

Pacific-led scholarships and guidance, empowering Pacific learners to thrive in tertiary education, vocational training, and future-focused careers.

Our Purpose

Established in 1972, the Pacific Education Foundation (PEF) is dedicated to improving educational outcomes for Pacific learners by reducing financial barriers to tertiary study. Through scholarships, grants, leadership development, and targeted initiatives, PEF empowers Pacific students to achieve their academic aspirations, unlock their potential, and build successful futures.

The Pacific Education Foundation operates under the Pacific Education Foundation Act 1972, with subsequent legislation and amendments strengthening its governance, clarifying its purpose, and supporting its ongoing role in advancing Pacific educational success.

Pacific Education Foundation Act 1972

The Pacific Education Foundation Act 1972 established the Foundation as a statutory body responsible for supporting the education of Pacific peoples in New Zealand.

It provides the legal framework for the zz scholarship work and governance, and it remains the basis for how PEF operates today.

Regulatory Systems (Education) Amendment Act 2024

The 2024 amendment modernised the Pacific Education Foundation Act, strengthening the Foundation's role and governance. Key changes included updating the definition of a "Pacific person", clarifying the Board's functions, and expanding PEF's advisory role within the education sector. The amendment also recognised the Crown's relationships with the Realm countries and the Treaty of Friendship with Samoa, while updating authorised expenditure to better support the Foundation's activities.

These changes position PEF to better serve Pacific communities through stronger governance, a clearer strategic purpose, and an enhanced ability to support learners, provide advice across the education sector, and respond to the evolving needs of Pacific peoples.

From the Chairman

Talofa lava, Mālō e lelei, Kia orana, Fakaalofa lahi atu, Taloha ni, Bula vinaka, Kia ora and warm Pacific greetings.

As Chair of the Pacific Education Foundation (PEF), I am honoured to support Pacific learners and families on their journeys through tertiary education and industry training. Building on more than 40 years in education, I have seen the power of Pacific communities, government, and providers working together to turn aspiration into achievement.

Pacific-led scholarships and advice, partnering to grow Pacific success in tertiary education and industry training.

Working alongside Pacific communities, government, and tertiary providers to turn educational aspiration into achievement and leadership is at the heart of our mission. PEF is an autonomous statutory body that partners with Ministers, the Ministry of Education, and sector leaders to provide targeted scholarships and Pacific‑centred advice on education priorities. Our refreshed Board is focused on strengthening our scholarship programme, lifting Pacific participation in priority areas such as STEM and future‑focused industries, and ensuring our guidance reflects the voices and ambitions of Pacific communities.

This interim webpage marks the beginning of a stronger digital presence for the Foundation. Here you will find clear information about scholarships, events, and our advisory work, and we invite learners, families, educators, employers, and agencies to stay connected as we shape the next phase of Pacific education in Aotearoa New Zealand.

Fa’afetai tele lava, mālō ‘aupito, meitaki ma’ata, vinaka vakalevu. We look forward to walking alongside you.

Ngā mihi,
Fiso John Fiso
